The Ministry of External Affairs (MEA) has clarified that an Indian passport should primarily be treated as a travel document and not as standalone proof of Indian citizenship. The clarification came during the 14th Passport Seva Divas while highlighting the country’s expanding passport services and digital transformation.
The statement has drawn attention from millions of Indian passport holders living in India, the UAE, and other countries, as many people often assume that a passport alone automatically serves as proof of citizenship.
Passport Services Expand as India Strengthens Global Mobility
Along with the clarification, the MEA highlighted several major achievements in India’s passport system. Around 13.9 million passports were issued during 2025, while Passport Kendras across the country have increased significantly over the past decade.
Officials also noted that 27 countries now offer visa-free entry, 47 countries provide visa-on-arrival, and 66 countries offer electronic visas (e-Visas) for Indian passport holders. The government said modern passport services, including chip-enabled e-passports and digital Passport Seva initiatives, are making international travel easier and more secure for Indian citizens.
